Governor flags off Mount Kangto expedition

ITANAGAR, Sept 29: Arunachal Pradesh Governor of Arunachal Pradesh Lt Gen (Retd) Nirbhay Sharma flagged off a reconnaissance expedition to Mount Kangto from Raj Bhawan here today. The expedition is being organized by Indian Mountaineering Foundation, New Delhi in collaboration with National Institute of Mountaineering & Allied Sports (NMAS), Dirang and Department of Sports & Youth Affairs, Govt. of Arunachal Pradesh. The twenty-day expedition will start from 1st October 2014.

Exhorting the members of mountaineering expedition, the Governor said that it is a very important initiative to promote adventure sports of the state. He said Arunachal Pradesh has huge potential for adventure activities. Events like this expedition provide a window or exposure to the potentials of the region for the world to see. The state government is contemplating to develop adventure tourism in the state so that it would become a major hub for tourism activities also, the Governor added.

The Governor congratulated all the people involved in the pioneering effort and wished for success of the mission.

While reminding of the environmental degradation in Mount Everest, the Governor advised the team that it should spread the message of Swachch Bharat Abhiyan.

Briefing on the purpose of the expedition,  Dani Salu, Secretary, Sports & Youth Affairs said that the expedition is first of its kind to the highest peak of the state, which aims to explore route to base camp of the 7042 meters peak from Indian side of the mountain. He informed that there is no record of any expedition of this nature. With participation of local Everesters, the Secretary said that the effort will facilitate in exploring the vast mountain range of the State. The Secretary also added that Arunachal Pradesh is an ideal place from adventure sports including river rafting, para gilding.   

The climbing leader Amit Chowdhury, instructor, NIMAS, Dirang gave a presentation of the proposed route of expedition. He informed that the ten-member team, along with local porters and guides will start from Nafra. It will go to Dibin, then Nazong and Dibri. From Dibri, it will move forward along Waren Bung River to Bisai and then to Sakung Water Fall. From Sakung onwards, the team will move along Wasag Bung River to the glacier located south of Kangto Range. Chowdhury also briefed on administrative and logistical aspects of the expedition.

The team consist of Everesters from Arunachal Pradesh and experience Army mountaineers led by Amit Chowdhury, Instructor, NIMAS, Dirang. Tapi Mra, first Everester of the state, Nima Lama and Tame Bagang are the members of the team, while Col. Gulshan Chadha, Principal, National Institute of Mountaineering & Allied Sports (NMAS), Dirang is the Convenor of the expedition. (PRO to Governor)

 

 

Delay in NLCPR road project causes concern

PASIGHAT, Sept 29: Expressing serious concern over inordinate delay in completing construction of road from Sille-Yagrung NLCPR road, the people of East Siang district have raised question over utilization of fund meant for the road project.

The 10-km-long Sille-Yagrung road--one of the important rural link roads connecting major rural areas of Pasighat-East and Pasighat-West constituencies- is lying in a deplorable condition for years creating innumerable problems to the users of the road. The numerous potholes and rough metallic gravels all along the road have made the motorists difficult to ride their vehicles.

The five-km stretch of the road at Yagrung that was black-topped early this year has worn out due to low sub-standard work.

The road, which connects Yagrung area with Sille-Oyan area was funded under Non-Lapsable Central Pool of Resource (NLCPR) in 2007.

The DoNER ministry had accorded administrative and financial approval to the project with admissible grant of Rs. 450.85 lakh (i.e. 90 percent out of the total amount). The road project being implemented by Pasighat division of Rural Works Department (RWD) was started in 2010. However, it failed to complete the work within the scheduled and extended period.

The local people have alleged massive financial irregularity and technical fault in the construction of the road from Yagrung to Sille. They alleged that the implementing agency has failed to complete the road construction work despite adequate money was released for the project.

When inquired, the executive engineer (EE) of Pasighat division RWD, Sanarjit Singh said that the delay was due to paucity of fund besides delay in land clearance, election and in releasing remaining funds. The EE informed that the department is still waiting for the release of the remaining amount to finish the road works.

“We have terminated the contractor from the project. The balance amount worth Rs 116.25 Lacs out of the central share is not yet released by the ministry. We have a plan to hold meeting with the local PRI leaders to complete the works after having the rest amount”, said the EE.

The EE further informed that the monsoon rain this summer caused huge damage to the ongoing road works and the department has submitted estimate to the state government urging for sanctioning an amount of Rs 30 Lakh under Flood Damage Repairing (FDR) scheme.

 

 

Police ready to chargesheet

Garu rape and murder case

ITANAGAR, Sept 29: The Gensi police in West Siang is finally ready with the chargesheet in the recent rape and murder case of a mother of three, that shocked the state. The accused Bohuna Das, 20 years old of Hurmutty village is alleged to have sexually assaulted the woman on August 29 in Garu village while she was tending to her fields. The accused is currently lodged at judicial custody in Aalo.

The SP is supposed to submit the chargesheet (gns/ps/cn/04/14 u/s 376/302 IPC dated 30/8/14) to the court of the Chief Judicial Magistrate soon.   

According to Investigating Officer (IO) SI M. Nyori of Gensi police station, the post mortem report has already been received by the police that clearly indicate sexual violence.

 

 

Arunachal students mesmerise crowd

ITANAGAR, Sept 29: The Arunachalee students pursuing higher education in Himachal Pradesh mesmerized the audience at a cultural festival at Kala Amb in Sirmour with cultural programmes that included traditional dances, songs and fashion shows.

Organized by Himalayan Group of Professional Institutions of Himachal Pradesh, the event also provided a platform to showcase the traditional dresses of Arunachal Pradesh as the students walked the ramp in traditional clothing in the fashion show. The event also helped them send a strong message to the mainstream people amid reports of discrimination by some fellow Indians against people of North East that people of Arunachal feel proud to be an Indian.

The Arunachalee students from Sambhota Tibetian School Paonta Sahib also participated in the programme.

Students from different states pursuing education in various educational institutes and colleges in Himachal Pradesh also participated in the cultural festival.

The cultural event was witnessed by Sikkim Minister for Social Justice and Welfare Department Tulsi Devi Rai and Principal Secretary, Govt. of Sikkim GP Upadhyaya.

 

 

Teachers are the true guardian of future generation: Felix

NAHARLAGUN, Sept. 29: Calling upon the teaching community of the state to remain true to their profession for building up the human resource of the state, Parliamentary Secretary Education, Bamang Felix said that teachers have the huge responsibility for shaping the future generation towards the right path.

He was addressing the inaugural function of the IXth General Conference cum election of Central Executive Committee (CEC), Arunachal Teachers’ Association (ATA) at Siddhartha Hall, here today. Teachers from various districts are attending the two-day conference.

“As teachers, teaching is a life-long commitment” he said and asked them to take pride in teaching and impart quality education to students through their sincerity and dedication. For they are responsible for transformation of society, he said. The Parliamentary Secretary expressed his concern on the trend for opting for non-teaching posts adding that our ultimate target is the classroom - the temple of learning to guide our students to excel in academics and imbibe values.

He said he looked up to them as a true guardian of the future generation. It lies in the hands of the teachers to build or mar the future of the young generation.

He further added that we should also ensure that what is due to the children for their welfare and benefit should reach them. Further, calling for deep introspection on the condition of the education scenario in the govt. schools of the state, he said that we must all collectively work for rejuvenating and uplifting the education scenario of the state. We owe it to our students to give them the best of education and build their character and personality, he added.

On the occasion, while stressing on adopting work culture, he also expressed his concern on absenteeism among some sections of teachers, adding by such attitude we fail to realize that we are depriving our students. Extending his best wishes for the successful conduct of the conference, he also urged them to take up issues and discussions for the growth of the education sector of Arunachal Pradesh and betterment of the teaching fraternity. However, he also expressed concern on mushrooming of various associations of teachers.

Earlier, Director ATI and General Secretary CoSAAP, Pate Marik, emphasizing on skill upgradation, urged them to constantly update their knowledge and teaching skills adding that ATI is ready to facilitate in this regard. The  love and respect that earlier used to exist between teachers and students is declining, he observed and asked to strengthen the bonding for a healthy relationship between teachers and students. He also called upon the teacher fraternity to uphold their spirit of unity.

 Earlier, Joint Director of School Education, M. Nyori , who is one of the founding fathers of ATA and worked in various parts of the state as a teacher, said  “we must strive hard to be remembered as good teachers and earn the respect and love of our students. Extortion in the name of NSCNs and NDFB: ANSU

ITANAGAR, Sept 29: All Nyishi Students’ Union (ANSU) in a release informed that some extortionist groups have been active in the state demanding money from individuals and business community. Some unidentified persons are serving extortion notices in the name of NSCNs and NDFB to business community and some individuals of the state threatening dire consequences if the amount was not paid, ANSU said quoting various sources.

While expressing serious concern over the reported incidents of extortion, ANSU demanded both the groups to clarify on the matter.

ANSU doubted that some misguided local youths may be involved with the extortionist groups.

“If so, then the state government should take stern action against them for harassing its own people,” ANSU said, and urged the Home department to act strongly and tactfully to stop this crime before it is too late.

“We have witnessed so many incidents of extortion and kidnapping of Arunachalee people by people from outside the state where the business community has been the victims,” ANSU said, and appealed those outsiders not to cross the jurisdiction of activities of their organizations.

Meanwhile, ANSU appealed to the people of state to check and identify thoroughly before employing any outsiders as drivers, workers or helpers etc.

ANSU also appealed to the public to report to police immediately if any kinds of extortion notices are received, even if it is given over telephone.

 

 

BSNL urged for speedy implementation of North East telecom development plan

ITANAGAR, Sept 29: Union Minister of State for Home Affairs  Kiren Rijiju today urged the BSNL for speedy and  timely implementation of the Comprehensive Telecom Development Plan for the North-Eastern region (NER) including Arunachal Pradesh.  With the initiative of Rijiju, the plan was approved by the Central Govt on Sept 10 last to boost telecom infrastructure and connectivity in the North East region.

Rijiju had a detailed discussion with CMD, BSNL for speedy and timely implementation of this Plan.

Under the plan, 2G mobile coverage  will be provided in identified  and uncovered areas of NER which is divided into two parts - Arunachal Pradesh and two districts of Assam, namely Karbi Anglong and Dima Hasao.  The estimated expenditure for 2G coverage in Arunachal Pradesh will be Rs. 1,975.38 crores and for other areas of NER will be Rs. 2,794.70 crores.

It will also provide provide 2G seamless mobile coverage along the National Highways in NER at an estimated expenditure of Rs. 270.13 crores and ensure reliability of and redundancy in the transmission network at state capitals and district headquarters in NER at an estimated expenditure of Rs. 295.97 crores. The estimated expenditure of Rs. 5336.18 crores (inclusive of all applicable taxes except octroi and local taxes) is proposed to be funded from Universal Service Obligation Fund (USOF).

This will give boost to the telecom sector in Arunachal Pradesh and other parts of the North-Eastern Region and bring much needed investment in the sector to make the lives of the people convenient in Arunachal Pradesh and other parts of North East, said Rijiju.

 

 

BJP demands transparent tendering process

ITANAGAR, Sept 29: Bharatiya Janata Party, Upper Subansiri district and District Level Vigilance and Monitoring Committee (DVMC) of the party today urged the higher authority to constitute an enquiry committee to probe into the repeated postponement and extension of tender process regarding construction of the Outdoor Stadium at Daporijo, Upper Subansiri district under the department of Urban development and Housing.

In a memorandum to the Chief Engineer cum director, Urban Development and Housing, while demanding ‘accountable and transparent’ tendering process for the outdoor stadium project at Daporijo, the BJP district said that the Deputy Director, UD and Housing department Daporijo division issued notice inviting tenders for the construction of  the outdoor stadium at Daporijo on June 13 last. The date of opening of technical bid was fixed on  June 28.  However, according to BJP, the DD, Housing had lodged an FIR at Daporijo police station stating that a robbery incident took place at his office in his absence in July 4 last and the miscreants took away the  wooden box in which tender bids were submitted along with two files pertaining to the SJSRY and construction of  ‘Outdoor Stadium.’

Subsequently a letter was issued on July 15 suspending the NIT process for the outdoor stadium till further order, the BJP said adding that again on Sept 23 the “DD UD & Housing, Daporijo division issued an order stating extension of last date for submission and opening of tender to 3rd October. However, due to unavoidable reasons, the tenders will be opened on 4th October.”

BJP wanted to know  why the tender for this outdoor stadium project was not published in  proper way. It further wanted to know the  reason behind unnecessary delay in tender process and status of the FIR lodged by the deputy director, Housing at  Daporijo police station on  July 4.

 

 

Tenshinkan Shotokan Karate players bag 20 medals

ITANAGAR, Sept 29: The Tenshinkan Shotokan Karate players from Arunachal Pradesh bagged 20 medals—nine gold, six silver and five bronze—in the two-day 3rd Shotokan Cup Karate Championship (Assam) which concluded at Sonitpur, Assam yesterday.

Gida Yaro, who bagged a gold medal each in Kumite and Kata in senior (-53kg) category, was declared best female player of the championship.

Kakio Siga and Uttom Roy were the team coach and team manager respectively.

Arunachal Pradesh Shotokan Karate Do Association President Sensei Tai Hipik attended the championship as referee cum judge.

The medal winning players are, Sub-jr.Boys: Bake Pol, gold, Amar Kr. Provide better service to people, DC to officers

ITANAGAR, Sept 29: Papum Pare Deputy Commissioner Tai Kaye today called upon the officers to maintain proper work culture and work sincerely to provide better service to the public. He was  addressing the 10th District Level Monitoring Committee meeting held at Yupia today to review the achievements and performance of all centrally sponsored schemes (CSS).  

He called for proper streamlining and monitoring of all centrally sponsored schemes (CSS) in the district. He further put emphasis on timely completion of all schemes besides maintaining proper coordination and understanding with each other.

He assured that District Administration is always there to help during any law and order problems.

Earlier DPO cum Member Secretary M Karga informed that as per recent directives of Govt, projects under SSA and NRHM are also included under DLMC adding that Sub-divisional and circle level monitoring committees have been constituted by Govt to decentralize the monitoring system.

Er. B Pelen EE (Highway) while presenting his reports requested the DC to issue directives to general public that no construction should be done in Right of Way (RoW) of Trans-Highway as it hampers smooth execution of road construction works.  While pointing out the poor condition of sub centers buildings DRCHO Papum Pare Dr. Kipa Tuglik also requested the implementing agencies to maintain the standard and norms laid down by Govt while constructing any health sub- center. Bhupen Hazarika Memorial Lecture

ITANAGAR, Sept 29: Rajiv Gandhi University (RGU) and Guwahati University, Assam are jointly organizing the Bhupen Hazarika Memorial Lecture at RGU on October 7.

The international famed artiste, Ratan Thiyam, Chairman National School of Drama, New Delhi will deliver the Memorial Lecture.

Both the vice chancellors of GU and RGU and former Vice-Chancellor of Arunachal University (now Rajiv Gandhi University) Prof. AC Bhagabati will attend the programme.

 

National sanitation campaign

ITANAGAR, Sept 29: Along with the rest of India, the PHE department organized the National Sanitation Awareness campaign in Lohit district today as part of the Mission Swachch Bharat. The campaign was formally started all over the country from Sept 25 and will continue up to Oct 23.

‘A walk for cleanliness’ was also conducted from DC’s office which culminated in Gandhi Chowk.

As a part of the campaign, the sanitation van decorated with audio-visual sanitation related flex banners and posters has been flagged off jointly by local MLA Dr. Mahesh Chai and  Deputy Commissioner Cum Chairman, DWSC, Dr. B M Mishra in presence of students, Govt officials, panchayat leaders and general public.

Speaking on the occasion, Chai emphasized on the need to maintain health and hygiene while DC Dr. B M Mishra opined that Lohit district would benefit immensely from this programme in terms of better public health. He has called upon all public to join the campaign for rural and urban sanitation.

PHED AE Er. L K Srivastava has disclosed that several other activities like group meeting focusing on importance of construction and use of toilet in each and every house, school, anganwadis, general cleanliness in every panchayat of Lohit district would be taken up during current ‘Swachh Bharat Mission’. Fire devastate many houses

ITANAGAR, Sept 29: A fire broke out at Police Colony, Upper Nyoping under Nyapin sub-division of Kurung Kumey last night devastating many houses along with properties, informed Nyapin Area Youth Association and Nyapin Nyobia Sangram Phassang Students Union in separate releases.

Some nearby government staff quarters were also damaged by the fire. An electric short-circuit is suspected to have caused the fire. But actual cause of the fire and properties are yet to be ascertained, NAYA said.

The Nyapin Nyobia Sangram Phassang Students Union in a release claimed that seven houses have been burnt in a fire incident. Further union also demanded state government to establish fire service at Sangram and Nyapin circles.

Both associations appealed to the local administration and the state government to provide immediate relief and assistance to the affected families for their quick rehabilitation.

 

A wallet containing cash found

ITANAGAR, Sept 29: A Good Samaritan has found a wallet containing some cash amount along with driving license, ATM card, Inner Line Permit (ILP) etc. of one Sunil Kumar Singh somewhere at Doimukh today.

Since there is no contact number in the wallet, the finder has requested the owner to contact him in his mobile number (9402470499) to collect his belonging.

 

AAPWU reiterates demands

ITANAGAR, Sept 29: All Arunachal Pradesh Workers’ Union (AAPWU) today urged the state Govt to fulfill its charter of demand at the earliest.

In a memorandum submitted to the chief secretary, the Union resented that despite various memorandums and representations submitted to the appropriate authority for consideration of its charter of demands, the state Govt failed to pay heed to any of the memorandum, nor did it try to fulfill any of the demands made by this union.

Referring to its latest memorandum submitted to the Govt on July 21 last, the AAPWU urged upon the  Chief Secretary  to look into its grievances within 45 days in order to avoid any democratic movement.  The demand of the Union included release of salaries of casual /contingency workers and regular employees at a given time and release of ad-hoc bonus for the year 2010- 2014,  enhancement of wages,  regularization of senior most workers or  implementation of VRS with retirement benefits,  75 per cent  seat reservation for  group C and D casual workers of various departments who  have  already served for more than 20 years, promotional avenues for  W/C employees with ITI diploma holders,  and 80 per cent Group C  and D job reservation for APST youths in  private companies, three months maternity leave for the women workers. The Union also demanded immediately registration of Arunachal Pradesh Labour Federation Co-operative Society which is already formed by the Union.

 

Students union demands withdrawal of CRPF camp

ITANAGAR, Sept 29: Lotong Banggo Students Union (LBSU) in a letter to the Namsai Deputy Commissioner demanded withdrawal of CRPF camp from the Divisional Commissioner Eastern Hq. complex at Jaipur within 10 days failing which the students union threatened to launch democratic movement.

The LBSU letter to the Deputy Commissioner claimed that the buildings constructed for UPO, ADC,  Horticulture etc. offices were allotted to 168 Bn CRPF without the consent of the local people and the land donors.

LBSU rued that no positive respond has been received yet from the state government even after several representations were made opposing settlement of the CRPF camp.

 

Strengthen Seva Dal

ITANAGAR, Sept 29: Kurung Kumey District Congress Seva Dal team led by District Chief Organiser Tamchi Takey and DCSD Kurung Kumey chairman Ha Tare called on Arunachal Pradesh Congress Seva Dal Chief Kipa Kaha and State Organising Secretary (Incharge-Kurung Kumey) Tabu Guha today.

While interacting with the team, the state Seva Dal chief advised all the district and block organizers of four Assembly Constituencies to work hard to further strengthen Seva Dal organization in the district. He exhorted the Seva Dal cadres and workers of Kurung Kumey district to keep co-ordination with all the MLAs and senior Congress leaders of the district and state to make Congress party stronger.

 

APATCYO and CSU for proper implementation of RTE

ITANAGAR, Sept 29: The Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) along with the City Students Union in a joint memorandum submitted to education minister has placed five points charter of demands.

The main demands included immediate and proper implementation of right to education act (RTE) 2009, proper distribution of free books and school uniforms to each and every students of the govt. schools of Arunachal Pradesh, properly provide mid day meal to every govt. schools, appointment of adequate number of school staffs like peon & chowkidar and refund the school admission fees collected from the students.

The two organizations gave fourteen days ultimatum to the minister to fulfill the demands.

 

Shopkeepers violating DC order, claims committee

ITANAGAR, Sept 29: The Anti Corruption and Crime Control committee has written to deputy commissioner Capital Complex claiming that price regulation imposed by capital administration is not being properly followed by the shopkeepers.

They claimed that in complete violation of the DC order no. SUP/OP/AB/2013-14, dated 29th August 2014, no commodities are being sold at fixed rate and vendors are selling them as per their own wish.

The committee appealed to the deputy commissioner to initiate some action and launch operation within the markets of capital to check the soaring prices of commodities.

 

Training for BLOs held

AALO, Sept 29: A one-day training for Booth Level Officers (BLOs) entrusted with Special Summary Revision of electoral roll was held at Aalo Club here today.

Addressing the BLOs on the occasion, Aalo Circle Officer cum AERO, Murnya Kakki advised the BLOs to acquire best knowledge out this training for enrollment, addition, deletion and distribution of EPIC to genuine voters. The service of BLOs is essential for preparation of an error free electoral roll.  They should ensure that the names of eligible voters are not left out during summary revision of electoral roll, Kakki said adding due care should be taken against bogus voter and double entries.

Circle officer (Election) cum Master Trainer Omey Apang, gave a detail power point presentation on election laws, enrollment procedures, electoral roll and its importance, etc. Since BLOs are very close to the grass root people they should work closely with them to verify age and address proof of the voter for the preparation of an error free electoral roll.

Participating in the discussion, Nyali Ete, DFO and Training Observer said that floating population too has their right to exercise their franchise but their identities have to be established to enroll genuine voters. RGU Cultural Nite

ITABNAGAR, Sept 29: Prize distribution ceremony followed by cultural night marked the end of 14 days Rajiv Gandhi University Pakhwara-2014 at the university auditorium, Doimukh on September 26.

Attending the closing ceremony, Joint Director, Higher and Technical Education Dr. Tejum Padu highlighted the importance of Hindi as official language as well as medium of mass communication. He said that HIndi has been the main medium of communication among various tribes of Arunachal Pradesh and called upon the people to learn the language.

Registrar Dr. Rachob Taba distributed the prizes to the winners of various literary and cultural competitions organized among the students, children and staff of RGU to mark the occasion.

Earlier, RGU Vice Chancellor Prof. Tamo Mibang released the first official language magazine ‘’Arun Chhata” of the university. The magazine is expected to provide a platform for students and staff to enhance their knowledge on Hindi and writing creativity.

Organising Secretary cum host of the programme Gumpi Nguso, Hindi officer of RGU highlighted different activities organized during the 14 days long programme.

 

Don Bosco Bicentenary Basketball Tournament

ITANAGAR, Sept 29: Four matches were played on the second day of the Don Bosco Bicentenary Basketball Tournament 2014 here yesterday.

The matches were played between Bosco Warriors and Bosco Clippers, North East Brothers and Ball Busters, Bosco Giants and Bosco Titans and Basket Brawlers and Shooting Stars.

Bosco Warriors beat Bosco Clippers by eight points while Ball Busters defeated North East Brothers in penalty shoot by one point after both the team were tied 14-14.

Bosco Titans defeated Bosco Giants by two points.

In the girls category, Shooting Stars defeated Basket Brawlers in penalty shoot by one point.

Gangte Hari FC lift 20th Vishwakarma Football Trophy

ITANAGAR, Sept 29: Gangte Hari FC beat Vivek Vihar FC 3-1 in the final to win the 20th Vishwakarma Running Football Trophy 2014-15 here today.

Attending final day of the month-long tournament today, Arunachal Karate Do Association General Secretary Langkung Marik advised the players to stay away from drugs. He informed the players about various programmes and policies initiated by the state government for the welfare of sportspersons like job reservation in government departments.

Jayalalithaa case should be an eye opener

Tamil Nadu Chief Minister J Jayalalithaa was on Saturday convicted under the Prevention of Corruption Act and sentenced to four years in prison for accumulating wealth disproportionate to her known sources of income in an 18-year-old corruption case. The special court also imposed a hefty fine of Rs 100-crore on Jayalalithaa. Three other persons who were accused in the case — friend V K Sasikala, Sasikala’s nephew V N Sudhakaran and sister-in-law J Illavarasi — were also sentenced to four years of simple imprisonment for being co-conspirators in the acquisition of Rs 53.64 crore of disproportionate assets between 1991 and 1996. Fines of Rs 10 crore each were imposed on the three co-accused.

This case should be eye an opener for the people of Arunachal. Our state is deeply embedded in the web of corruption right from grass-root to top level. Government officials and contractors have amassed massive wealth in connivance with the political class and together they have corrupted the whole system. If the Prevention of Corruption Act is properly implemented in Arunachal, half of the population will be behind the bar.

Exercise its discretionary powers

Dear Editor,

Through your esteemed daily, I would like to put my view with regard to the ongoing deadlock of APPSCCE mains examination 2013-14. Several viewers are eagerly waiting for the inquiry committee report and the final decision of the commission. Therefore following points have to be kept in mind.

Firstly,  the re-examination of G.S paper 2 should be considered only in presence of solid leakage of G.S paper 2.

Secondly, in the absence of any solid proof of leakage no considerations be made to conduct re-examination of any paper. Also GS paper 2 should not be re-conducted without a proof of leakage as it will deny equal competition to students of commerce and science backgrounds.

Thirdly, the mains exam should continue immediately after the committee report within a time period of 10 to 15 days if possible as all the aspirants are still fresh with their preparation at hand and have almost exhausted their study leave. Fourthly, aspirants should not blindly support any further movements without any solid proof.

As a matter of fact in any competitive exam only about 5 percent of serious people crack the exam and the rest are vulnerable to baseless allegations including me.

People think that the repeat of past question paper is illogical and unacceptable but in fact what right do we have to question the serious intention of question setters? After all civil service aspirants are expected to be well equipped with the knowledge of past, present and future.

With due respect to many serious candidates and as seen and told by many it’s quite true that many non-serious people are spearheading with war of words against the commission not because of their concern for the yet to be proved allegations but because of their bad performance in G.S paper 2.

It is really unfortunate to find many such candidates creating unnecessary blockade in any exam they appear. I am one among many candidates whose G.S paper 2 went off disastrous. However, now my question is not about getting it through by hook or crook as I have other exams to appear. I am a diehard supporter of fight against corrupt practices and I salute those aspirants who are genuinely leading us but for now I am in support of conduct of examination with inquiry side by side keeping in view huge wastage of time.

Therefore the commission should be courageous enough to exercise its discretionary powers for the smooth functioning of mains examination and to conduct the exam immediately as there are many exams in the month of November and December.

Gods must be crazy

This is regarding the news article that appeared in your esteem daily “Mass Transfer of teachers, minister defends his move”.

577 teachers, 303 AT(s) and 265 JT(s) not mentioned 9, have been transferred as per Govt order No. EED.2/397/2014 dated Itanagar the 11th Sept’2014 in pursuance to Govt. approval vide U.O.No.04 dated 11/09/2014. There’s nothing wrong in streamlining the education system of the state but beneath the statement the transfer in Pangin Boleng is a step to avenge the political grudge of the last election. This is first ever transfers where contingency workers have been transferred and even widows who have been bedridden for months.

Terming the motive a ploy to streamline the education system state wide, Education Minister have successfully achieved his objective. If the Minister is so much delighted in revitalising the education system then his brothers-in-law serving as teachers in Yemsing School for more than two decades must be included in the govt’s Education Revival Mission. It appears that 577 are transferred from the state and from district East Siang 410. The withdrawal of the Blanket Ban on transfer is his tool to achieve the objective. The political fungal infection is now spreading wide.

Though transfer and posting is part of Govt service costing the pocket of the state govt when many departments are facing acute fund shortage.

Nabum Tuki led Congress Govt is very awesome as it plans to spend crores for transfer whereas it can’t pay staffs salary.

For more than ten years GoAP is not sitting for AOP meeting but it appears that there’s separate AOP for transfers and posting. This mass transfer must be immediately cancelled at this point of time as GoAP will face acute fund crunch.

Govt of Arunachal Pradesh must pace up developmental works instead of weakening the state’s financial stamina with unnecessary ventures. It is time to finish the unfinished task and start anew to cope up with rest of the world otherwise I am saying today, tomorrow India will say, “God must be crazy in Arunachal Pradesh”

Do not even try to dilute identity

Dear Editor,

Former CS, Govt of AP, Mr Palliwal, must be having heartiest laugh as the 3000MW Dibang Multipurpose Project has been cleared by the Forest Advisory Committee of the Ministry of Environment and Forests.

The Arunachal Govt, which has been trying hard for many years to expedite the clearance process, believes that dams will bring development but without human resource development, infrastructure development is of little use. I heard that most of the beneficiaries of Mega Dams in Lohit & Anjaw are back to roads and jungles after experiencing king size life for couple of months.  Hence it will be much wiser for Govt to restart its Human Resource Manufacturing Unit, the controversial APPSC and other educational institutions.

Few months back there was extensive hue & cry about Railways coming into Capital Itanagar and influx thereof.  All the concern Arunachali shouted aloud & clearly “we don’t want Railways because it will bring huge migrant labours”. Many organisations, organised bandh calls, rally, dharna etc. It was followed by suspension of Railways for indefinite periods. Concern citizens at Itanagar could sense the seriousness of illegal migrants due to just 10-15compartments of the Train; they can imagine the influx, the world’s tallest concrete gravity dam, is going to bring into our state, particularly Lower Dibang Valley & Dibang Valley.  

Did State Govt locate any mechanism to check influx after the Railway Episode? Instead the State Govt is busy distributing ILP to all the neighbouring railway station and hence inviting more influxes. Now the Govt is planning to introduce Rajdhani Express, somehow hook and crook they are trying best to win the hearts of Delhi. Why the Govt cannot have its own stand? They have already sold our rivers, our land in the name of compensation, now they want to sell our identity. We do not expect our Govt to stand so low in the eyes of its own citizens.

Our fear of what Central BJP Govt might do, once they are in power is coming true, they must respect the identity of a state, any effort to dilute, must be resisted. If the Central Govt. believes in the policy of dilution then they must be suspicious about our Indianness.   Yes we are Indians but the Indians are not like us, we look like Chinese but it does not mean that we claim ourselves to be Chinese. We, the Arunachalis must agree that influx is a serious concern; we no more speak in our own dialect/language. Look at the pathetic political scenario at Tezu, Roing, Namsai, Changlang, Pashighat, Itanagar etc.  Tribal leaders of these places are fighting among themselves and once they are elected, they will exploit their own people, amass huge wealth. They have become slaves of outsiders and masters of innocent, ignorant locals. Let us not be exploited like indigenous Tripuris and burn like Assam. Let Mizoram be our role model. Politics can run and ruin the nation, hence let constructive politics & politicians prevail. We must discuss these issues before it’s too late, it is always better to prevent than regret.
