Governor flags off Mount Kangto expedition
ITANAGAR, Sept 29: Arunachal Pradesh Governor of Arunachal Pradesh Lt Gen (Retd)
Nirbhay Sharma flagged off a reconnaissance expedition to Mount Kangto from Raj Bhawan
here today. The expedition is being organized by Indian Mountaineering Foundation,
New Delhi in collaboration with National Institute of Mountaineering & Allied Sports
(NMAS), Dirang and Department of Sports & Youth Affairs, Govt. of Arunachal Pradesh.

Exhorting the members of mountaineering expedition, the Governor said that it is a very important initiative to promote adventure sports of the state. He said Arunachal Pradesh has huge potential for adventure activities. Events like this expedition provide a window or exposure to the potentials of the region for the world to see. The state government is contemplating to develop adventure tourism in the state so that it would become a major hub for tourism activities also, the Governor added.
The Governor congratulated all the people involved in the pioneering effort and wished for success of the mission.
While reminding of the environmental degradation in Mount Everest, the Governor advised the team that it should spread the message of Swachch Bharat Abhiyan.
Briefing on the purpose of the expedition, Dani Salu, Secretary, Sports & Youth Affairs said that the expedition is first of its kind to the highest peak of the state, which aims to explore route to base camp of the 7042 meters peak from Indian side of the mountain. He informed that there is no record of any expedition of this nature. With participation of local Everesters, the Secretary said that the effort will facilitate in exploring the vast mountain range of the State. The Secretary also added that Arunachal Pradesh is an ideal place from adventure sports including river rafting, para gilding.

Delay in NLCPR road project causes concern

construction of road from Sille-

The DoNER ministry had accorded administrative and financial approval to the project with admissible grant of Rs. 450.85 lakh (i.e. 90 percent out of the total amount). The road project being implemented by Pasighat division of Rural Works Department (RWD) was started in 2010. However, it failed to complete the work within the scheduled and extended period.
The local people have alleged massive financial irregularity and technical fault in the construction of the road from Yagrung to Sille. They alleged that the implementing agency has failed to complete the road construction work despite adequate money was released for the project.
When inquired, the executive engineer (EE) of Pasighat division RWD, Sanarjit Singh said that the delay was due to paucity of fund besides delay in land clearance, election and in releasing remaining funds. The EE informed that the department is still waiting for the release of the remaining amount to finish the road works.
“We have terminated the contractor from the project. The balance amount worth Rs 116.25 Lacs out of the central share is not yet released by the ministry. We have a plan to hold meeting with the local PRI leaders to complete the works after having the rest amount”, said the EE.
The EE further informed that the monsoon rain this summer caused huge damage to the ongoing road works and the department has submitted estimate to the state government urging for sanctioning an amount of Rs 30 Lakh under Flood Damage Repairing (FDR) scheme.
Garu rape and murder case
ITANAGAR, Sept 29: The Gensi police in West Siang is finally ready with the chargesheet in the recent rape and murder case of a mother of three, that shocked the state. The accused Bohuna Das, 20 years old of Hurmutty village is alleged to have sexually assaulted the woman on August 29 in Garu village while she was tending to her fields. The accused is currently lodged at judicial custody in Aalo.
The SP is supposed to submit the chargesheet (gns/ps/cn/04/14 u/s 376/302 IPC dated 30/8/14) to the court of the Chief Judicial Magistrate soon.
According to Investigating Officer (IO) SI M. Nyori of Gensi police station, the post mortem report has already been received by the police that clearly indicate sexual violence.
Arunachal students mesmerise crowd
ITANAGAR, Sept 29: The Arunachalee students pursuing higher education in Himachal Pradesh mesmerized the audience at a cultural festival at Kala Amb in Sirmour with cultural programmes that included traditional dances, songs and fashion shows.
Organized by Himalayan Group of Professional Institutions of Himachal Pradesh, the event also provided a platform to showcase the traditional dresses of Arunachal Pradesh as the students walked the ramp in traditional clothing in the fashion show. The event also helped them send a strong message to the mainstream people amid reports of discrimination by some fellow Indians against people of North East that people of Arunachal feel proud to be an Indian.
The Arunachalee students from Sambhota Tibetian School Paonta Sahib also participated in the programme.
Students from different states pursuing education in various educational institutes and colleges in Himachal Pradesh also participated in the cultural festival.

However, he also expressed concern on mushrooming of various associations of teachers.

Extortion in the name of NSCNs and NDFB: ANSU
ITANAGAR, Sept 29: All Nyishi Students’ Union (ANSU) in a release informed that some extortionist groups have been active in the state demanding money from individuals and business community. Some unidentified persons are serving extortion notices in the name of NSCNs and NDFB to business community and some individuals of the state threatening dire consequences if the amount was not paid, ANSU said quoting various sources.
While expressing serious concern over the reported incidents of extortion, ANSU demanded both the groups to clarify on the matter.
ANSU doubted that some misguided local youths may be involved with the extortionist groups.
“If so, then the state government should take stern action against them for harassing its own people,” ANSU said, and urged the Home department to act strongly and tactfully to stop this crime before it is too late.
“We have witnessed so many incidents of extortion and kidnapping of Arunachalee people by people from outside the state where the business community has been the victims,” ANSU said, and appealed those outsiders not to cross the jurisdiction of activities of their organizations.
Meanwhile, ANSU appealed to the people of state to check and identify thoroughly before employing any outsiders as drivers, workers or helpers etc.
ANSU also appealed to the public to report to police immediately if any kinds of extortion notices are received, even if it is given over telephone.
BSNL urged for speedy implementation of North East telecom development plan

It will also provide provide 2G seamless mobile coverage along the National Highways in NER at an estimated expenditure of Rs. 270.13 crores and ensure reliability of and redundancy in the transmission network at state capitals and district headquarters in NER at an estimated expenditure of Rs. 295.97 crores. The estimated expenditure of Rs. 5336.18 crores (inclusive of all applicable taxes except octroi and local taxes) is proposed to be funded from Universal Service Obligation Fund (USOF).

BJP demands transparent tendering process
ITANAGAR, Sept 29: Bharatiya Janata Party, Upper Subansiri district and District Level Vigilance and Monitoring Committee (DVMC) of the party today urged the higher authority to constitute an enquiry committee to probe into the repeated postponement and extension of tender process regarding construction of the Outdoor Stadium at Daporijo, Upper Subansiri district under the department of Urban development and Housing.
In a memorandum to the Chief Engineer cum director, Urban Development and Housing, while demanding ‘accountable and transparent’ tendering process for the outdoor stadium project at Daporijo, the BJP district said that the Deputy Director, UD and Housing department Daporijo division issued notice inviting tenders for the construction of the outdoor stadium at Daporijo on June 13 last. The date of opening of technical bid was fixed on June 28. However, according to BJP, the DD, Housing had lodged an FIR at Daporijo police station stating that a robbery incident took place at his office in his absence in July 4 last and the miscreants took away the wooden box in which tender bids were submitted along with two files pertaining to the SJSRY and construction of ‘Outdoor Stadium.’
Subsequently a letter was issued on July 15 suspending the NIT process for the outdoor stadium till further order, the BJP said adding that again on Sept 23 the “DD UD & Housing, Daporijo division issued an order stating extension of last date for submission and opening of tender to 3rd October. However, due to unavoidable reasons, the tenders will be opened on 4th October.”
BJP wanted to know why the tender for this outdoor stadium project was not published in proper way. It further wanted to know the reason behind unnecessary delay in tender process and status of the FIR lodged by the deputy director, Housing at Daporijo police station on July 4.

AAPWU reiterates demands

ITANAGAR, Sept 29: Lotong Banggo Students Union (LBSU) in a letter to the Namsai Deputy Commissioner demanded withdrawal of CRPF camp from the Divisional Commissioner Eastern Hq. complex at Jaipur within 10 days failing which the students union threatened to launch democratic movement.
The LBSU letter to the Deputy Commissioner claimed that the buildings constructed for UPO, ADC, Horticulture etc. offices were allotted to 168 Bn CRPF without the consent of the local people and the land donors.
LBSU rued that no positive respond has been received yet from the state government even after several representations were made opposing settlement of the CRPF camp.

The main demands included immediate and proper implementation of right to education act (RTE) 2009, proper distribution of free books and school uniforms to each and every students of the govt. schools of Arunachal Pradesh, properly provide mid day meal to every govt. schools, appointment of adequate number of school staffs like peon & chowkidar and refund the school admission fees collected from the students.

Thirdly, the mains exam should continue immediately after the committee report within a time period of 10 to 15 days if possible as all the aspirants are still fresh with their preparation at hand and have almost exhausted their study leave. Fourthly, aspirants should not blindly support any further movements without any solid proof.
As a matter of fact in any competitive exam only about 5 percent of serious people crack the exam and the rest are vulnerable to baseless allegations including me.
People think that the repeat of past question paper is illogical and unacceptable but in fact what right do we have to question the serious intention of question setters? After all civil service aspirants are expected to be well equipped with the knowledge of past, present and future.

Therefore the commission should be courageous enough to exercise its discretionary powers for the smooth functioning of mains examination and to conduct the exam immediately as there are many exams in the month of November and December.

This is regarding the news article that appeared in your esteem daily “Mass Transfer of teachers, minister defends his move”.
577 teachers, 303 AT(s) and 265 JT(s) not mentioned 9, have been transferred as per Govt order No. EED.2/397/2014 dated Itanagar the 11th Sept’2014 in pursuance to Govt. approval vide U.O.No.04 dated 11/09/2014. There’s nothing wrong in streamlining the education system of the state but beneath the statement the transfer in Pangin Boleng is a step to avenge the political grudge of the last election. This is first ever transfers where contingency workers have been transferred and even widows who have been bedridden for months.
Terming the motive a ploy to streamline the education system state wide, Education
Minister have successfully achieved his objective. If the Minister is so much delighted
in revitalising the education system then his brothers-

Govt of Arunachal Pradesh must pace up developmental works instead of weakening the state’s financial stamina with unnecessary ventures. Do not even try to dilute identity
Dear Editor,
Former CS, Govt of AP, Mr Palliwal, must be having heartiest laugh as the 3000MW Dibang Multipurpose Project has been cleared by the Forest Advisory Committee of the Ministry of Environment and Forests.
The Arunachal Govt, which has been trying hard for many years to expedite the clearance process, believes that dams will bring development but without human resource development, infrastructure development is of little use. I heard that most of the beneficiaries of Mega Dams in Lohit & Anjaw are back to roads and jungles after experiencing king size life for couple of months. Hence it will be much wiser for Govt to restart its Human Resource Manufacturing Unit, the controversial APPSC and other educational institutions.
Few months back there was extensive hue & cry about Railways coming into Capital
Itanagar and influx thereof. All the concern Arunachali shouted aloud & clearly
“we don’t want Railways because it will bring huge migrant labours”. Many organisations,
organised bandh calls, rally, dharna etc. It was followed by suspension of Railways
for indefinite periods. Concern citizens at Itanagar could sense the seriousness
of illegal migrants due to just 10-
Did State Govt locate any mechanism to check influx after the Railway Episode? Instead the State Govt is busy distributing ILP to all the neighbouring railway station and hence inviting more influxes. Now the Govt is planning to introduce Rajdhani Express, somehow hook and crook they are trying best to win the hearts of Delhi. Why the Govt cannot have its own stand? They have already sold our rivers, our land in the name of compensation, now they want to sell our identity. We do not expect our Govt to stand so low in the eyes of its own citizens.
Our fear of what Central BJP Govt might do, once they are in power is coming true, they must respect the identity of a state, any effort to dilute, must be resisted. If the Central Govt. believes in the policy of dilution then they must be suspicious about our Indianness. Yes we are Indians but the Indians are not like us, we look like Chinese but it does not mean that we claim ourselves to be Chinese. We, the Arunachalis must agree that influx is a serious concern; we no more speak in our own dialect/language. Look at the pathetic political scenario at Tezu, Roing, Namsai, Changlang, Pashighat, Itanagar etc. Tribal leaders of these places are fighting among themselves and once they are elected, they will exploit their own people, amass huge wealth. They have become slaves of outsiders and masters of innocent, ignorant locals. Let us not be exploited like indigenous Tripuris and burn like Assam. Let Mizoram be our role model. Politics can run and ruin the nation, hence let constructive politics & politicians prevail. We must discuss these issues before it’s too late, it is always better to prevent than regret.
